The Institute for Economic Empowerment conducts research, demonstration, and development projects to make significant progress toward the strategic goal of full and fair employment for individuals with severe disabilities, particularly those facing the most significant disability-related barriers to employment.

The Institute was founded by NISH, a nonprofit agency that develops and maintains employment and training opportunities for people with severe disabilities through the AbilityOne Program (formerly known as the Javits-Wagner-O'Day Program). The AbilityOne Program is a program that leverages the buying power of the United States government to generate jobs for people with severe disabilities.  Using AbilityOne, Federal agencies buy products and services from nonprofit agencies employing people with severe disabilities.
